Some of the police forces contacted by Eugene Kanin as part of his famous 1994 study into false rape, DID report that they consider 90-100% of rape allegations in their jurisdiction to be false.

Police officers are forbidden by policy from deciding not to report a rape allegation. If an allegation is made, it MUST be followed up on. As for her being "all talk", the USUAL COURSE of a false rape allegation is that the accuser will not directly report it to the authorities, she will spread the story to friends or family and wait for someone else to report it for her, so rather than being a good sign, her spreading of rumours shows active intent to take things further.
