Pretty straightforward. It's more or less impossible to disprove and it's a way of discrediting perfectly valid complaints by attacking their gender instead of their words.

The intent of both is to be deliberately offensive and dismissive and to dehumanize the target by reducing everything they have to say to some assumed flaw in that gender.

Bonus opinion: mansplaining/manterrupting is the feminist version of "be quiet when the men are talking dear".
