Will never happen because false accusations don't exist. No woman would ever lie about something like that because all women are superhero victim angels.

Effectively, there already is amnesty because false accusers are virtually never prosecuted anyhow.

But seriously, in my opinion, in case someone confesses to a false accusation and in so doing, sets someone free from prosecution or from prison, if the accuser would otherwise not have been discovered as a false accuser, they probably should not be prosecuted.

Because the first priority should always be to rescue the victim -- the falsely accused.

But if the false accuser is separately discovered as having lied, or only confesses only as they are about to be exposed, then that false accuser should be prosecuted to the full extent of the law.

This includes prosecution for false testimony and false reporting, but also includes prosecution as principles in the crimes of false imprisonment, physical battery and related violent crimes, in case the accused is detained or imprisoned. So for example under US Federal law:

(a) Whoever aids, abets, counsels, commands, induces or procures the commission of an offense, is punishable as a principal. (b) Whoever willfully causes an act to be done which if directly performed by him or another would be an offense, is punishable as a principal.

Here's another idea. Feminists have made the argument that women shouldn't be prosecuted for relatively minor crimes such as drug possession if they were raped because that would dissuade them from reporting it. It's more just to get the rapist even if you have to let the drug user go.

Why not give men immunity from prosecution for non-consensual taping a consensual sexual encounter if it is brought up in evidence at a rape trial to prove a false accusation? There is much less harm to society for a man to record a consensual sexual encounter for his own consumption (no pass for those who distribute) than an innocent man potentially imprisoned for decades and a false accuser (criminal) going free.
