McDowell did his work while on staff of the US Air Force Office of Special Investigations, until shut down (reputedly by feminist Congresswoman Pat Schroeder). You may be able to obtain McDowell's work via a FOIA request to the USAF or even potentially to the Library of Congress. (I wouldn't expect a fast response.)

You might try to reach the one fellow on the net who did submit a FOIA; I'll try to find a link for you.

You also may be able to obtain on-site access to the Forensic Science Digest at major uni or public libraries; try phoning the NYC Public Library research collection.

Some of these libraries actually had copies of McDowell's reports, but they seem to disappear, I suspect swiped (as likely by over-eager feminist undergraduates as by MRAs).

Also, check with:
- NCFM (National Coalition of Men)
- Farrell, Warren
- Hayward, Fred
- Taylor and Johnson (whose book, Until Proved Innocent, has an appendix about false accusation studies. The appendix strangely omits McDowell, but they may still know how to find his work.)
- Oliver Jovanovic's attorney, who argued in Jovanovic's defence in court papers of the high rate of false accusations.

This fellow received a copy of McDowell's USAF material (presumably the basis for the Digest article) via a FOIA request to the USAF. Perhaps, try contacting McCarty:
